Certification of Consistency

Certifications of consistency for a proposed covered action can only be submitted by state or local agencies who propose to undertake the covered action. The Council has developed an on-line system to facilitate the submission and tracking of certifications of consistency, including an on-line certification of consistency submission form. In order to use the on-line system, the representative of a state or local agency who will be submitting a certification with the Council must first register for a user account with this system (Select the login tab above to register). The user account is specific to the user and each person who intends to submit a certification must register for their own account. To ensure the user is authorized by the agency to have a user account, the user must register using an email address containing the agencies domain (i.e. @deltacouncil.ca.gov). It is recommended that the agency collect all the documentation related to the certification of consistency, including the detailed findings as to whether the covered action is consistent with the Delta Plan, in advance of using the on-line form. Please review the Certification of Consistency Process document to prepare for using the form. A copy of the form may be downloaded to a computer to aid in the preparation of the certification.

Once the on-line certification form has been initiated, the user may save the work in progress without having to complete and submit the form. The user may return at another time to make edits to the form, complete the form or submit the completed certification of consistency to the Council. PLEASE NOTE: Once the user has clicked the submit button – the user will not have the option of making additional edits, but if necessary, the user will have the option of withdrawing the submitted certification of consistency.
